He'll also know the resources and manpower that the department has. By logical extension, he'll know what these officers would be able to support.
Also, if you look at a map of Wilmer, and the surrounding areas, there simply isn't enough of a population density. That's the population that you'll pull your police force from. This suggests that with a smaller population to draw from, you won't have that many people to form a SWAT team with.
However, Wilmer is close enough to Dallas for it to benefit from a Dallas based SWAT team.
